Rambling on Legendaries

Alright! There's a lot about the legendaries, so here starts my rambling!
For story-reasons, legendaries are split into different catagories, and I'm just gonna ramble about them because I've thought a lot about it. Hopefully it'll explain the role I see them playing. It'll also mention my Black Nuzlocke, because they play a huge role there too.
The lowest ones are the ones who don't seem to have too much power - and, in this world, are seen as just normal but rare Pokemon, and messing with them won't destroy the world. These are Pokemon like Shaymin, Meloetta, the Eons, and the Legendary Birds. So they're not too important to the role of the world. So yeah. However, even these legendaries carry the special ability to become humans, to watch the world. (The only legendaries who lack this power are Deoxys and Mewtwo, at least during HGSS - they're also in this catagory.) However, these ones aren't really seen as 'odd' when captured and used - and that's why most of them aren't banned from the Battle Faculties. Some of them are because of other reasons, however. Like some of them are endangered species, as ruled by the Rangers of the world.
The second tier is where they get important to the power of the world. Legendaries in this tier are ones like Lugia and Ho-Oh, the Weather Trio, Jirachi, the Elves, Reshiram and Zekrom, and the Regis - ones like that. These legendaries are pretty important to the running of the world, and are more prone to either rampaging and trying to destroy humans, or try to protect the world. These ones can still become humans, and most of them disguise themselves like this for extended periods of time - for example, the Legendary Beasts are all going to be human by the time Up and Down is happening, and they can't be told apart from humans. These ones are also the ones who play the biggest role, all things considered. They appear a lot in the story, and tend to be the ones who move it forward. Even if I don't use many of this middle tier ones in my runs.
And the final tier are the legendaries who actually have power, and carved the world in the dark past. However, they don't stay in it anymore, and are just avatars if they're found. (Which is why, when Palkia is killed while Ingo is fighting Team Rocket, it doesn't destroy the world.) However, they still have the power to shape the world, if they're so called on by a powerful trainer they trust - by this point, Ingo and Emmet have been trusted with this power.
HOWEVER! One of the big rules I've made, when I've been writing this, is that nothing has the power to bring back the dead, except for Ho-Oh - and even then, only the normal-coloured one. (This, I made up, after I caught my Shiny Ho-Oh - who I portray as a weaker one then the normal one. Otherwise, the Nuzlocke rules wouldn't apply, and that'd be cheating. However, this does have a purpose, and the Ash of the real Ho-Oh will appear.)
However, by the time of Up and Down, Jirachi has become more powerful then Arceus, due to the power she's absorbed during the course of these 15-or-so years (since she left Ingo, she's been under the command of Ghetsis, being force-fed energy to stop her from sleeping before Ghetsis can drain the hope of the world). This has actually made all the other legendaries weaker, except for a few (like Giratina who, of course, stays in his own dimention.) and those who remain, they've grown a lot weaker. This explains, why in Up and Down, Ninten (basically a Reshiram who's following the MC as a Ponyta) can't become human or Pokemon again - because it's too much of a strain on his power. Yeah. Jirachi's basically the strongest legendary, due to the situation.
As an aside, the Nuzlocke rules aren't enforced by any Pokemon. It's more of a human ruleset which the Pokemon have just gotten used to, over the years it's been going on. The ruleset has only been happening for about 150 years, and most legendaries don't give a fuck over it. Except for the ones who've been hunted to near-death due to people EV training, after their quests.
